What is Emiratisation, and who does it apply to?

Emiratisation is the UAE requirement for private-sector employers to employ a rising proportion of UAE nationals in skilled roles. It applies to companies above a defined headcount threshold, is tracked by the Ministry of Human Resources and Emiratisation, and carries a monthly financial contribution for each skilled role that should be filled by an Emirati national and is not.

Because the targets step up on a schedule and the shortfall is charged monthly, the practical burden is continuous rather than annual: an employer needs to know where it stands now, not at the end of the year.

Requirements, thresholds and contribution amounts are set by MOHRE and change over time. Confirm current figures against official MOHRE guidance rather than any vendor's page, including this one — the obligation is yours, and vendor summaries go stale.

What does recruitment software actually help with here?

Software helps with three things: finding and engaging UAE national candidates, evaluating them consistently enough that the hiring decision is defensible, and keeping a record that shows what happened. It does not create qualified candidates, and no platform can make a target achievable if the talent pipeline for the role does not exist.

That last point is worth stating plainly because it is where Emiratisation programmes most often fail. The binding constraint in skilled roles is usually candidate supply and internal development, not applicant-tracking mechanics. Tooling reduces the administrative drag and improves the quality of the decisions; it does not substitute for a sourcing strategy or a development pathway.
