What does Emiratisation require?

Emiratisation requires private-sector employers above a defined headcount threshold to employ a rising proportion of UAE nationals in skilled roles, tracked by the Ministry of Human Resources and Emiratisation. Shortfalls carry a monthly financial contribution per unfilled skilled role, which makes the obligation continuous rather than something reconciled annually.

Thresholds, target percentages and contribution amounts are set by MOHRE and change over time. Confirm the current figures against official MOHRE guidance rather than any vendor summary, including this one.

Why are skilled-role targets hard to hit?

Because the binding constraint is usually candidate supply and retention, not recruitment administration. Demand for experienced Emirati professionals in skilled categories exceeds the available pool in several sectors, so employers compete for the same candidates — and a hire that leaves in eight months does not move the number.

This is why buying software rarely solves it. Recruitment tooling reduces the drag and improves the quality of decisions, but it does not create candidates. Teams that treat the target as a reporting problem tend to discover this late.

The second reason is retention. A programme that hires to a target without a development pathway produces churn, and churn resets the count. Retention sits with line management rather than recruitment, which makes it the part most often left unowned.

Where does a recruitment team have real leverage?

  • Source continuously, not reactively. A pipeline built when a requisition opens is already too late in a competitive pool.
  • Audit your requirements. Degree requirements and inflated experience minimums exclude candidates without improving hires more often than most teams assume.
  • Compress the process. Every extra week is an opportunity for a competing offer.
  • Keep the record. When hiring is under a reporting obligation, "why was this candidate not progressed" is a question that eventually gets asked.
